Lottong Bahay
is the most exciting mobile-based lottery service to ever hit noontime
Philippine TV. It is showing in Eat
Bulaga—the highest-rating daily noontime show in the country with
an estimated viewer base of about 20M in Mega-Manila alone.
To take part in the
mobile-based lottery, Lottong
Bahay participants must use their mobile phones and key in a combination
of 6 unique characters which they can choose from a universe of 35 characters: 9
numbers (1 to 9) and 26 letters in the English alphabet (A to Z). The
texter must then successfully send his/her entry to 7276 for all
participating telcos. Each entry sent will cost the
texter P10.00 per transaction.
The winning combination will
be randomly drawn in Eat Bulaga.
The televised draw will use a “mechanical
tambiolo
with ping-pong balls” carefully inspected and approved by the Philippine
Charity Sweepstakes Office (PCSO). The draw will be under the supervision of
PCSO officials.

The detailed mechanics are
as follows:
A.
How to Join and who are
eligible to join
1.
For a texter to qualify, he/she must:
a.
Be of legal age—18 years old and above
b.
Register for this mobile-based lottery service
c.
Be a subscriber of Globe, Touch Mobile, Smart & Talk N’ Text (Prepaid or
Postpaid plans)
d.
Monitor the draw by watching Eat Bulaga on
GMA7.
2.
Starting November 15, 2008,
texters may join the promo by selecting six-digit
non-recurring characters from a thirty-five (35) character universe which
includes the letters A to Z in the English alphabet and the numbers 1 to 9.
3.
In order to qualify for the daily draw, texters
must be able to successfully register their six-digit combination together with
details which include name and age using their mobile phones.
Registration details must be entered in the correct format and
sequence as shown below and sent to 7276 for all telcos.
Syntax: <six-digit combination> <complete name>,
<age>

Entries with the correct syntax will receive a confirmation of their
registration which will look like this:

Registration is required only once per SIM card.
6.
Each lottery entry sent will be charged P10.00 for Globe, Touch Mobile,
Smart and Talk N’ Text.
7.
In case a mobile user erroneously keys in zero (0), system will still
recognize it as letter O and shall be considered a valid entry.
8.
In case the texter sends in an invalid
combination (e.g. less or more than 6-digit character, recurring characters,
etc.), the system shall automatically send a LUCKY pick. The message will look
like this:

Each LUCKY pick costs P10 for Globe, Touch Mobile, Smart and Talk N’
Text subscribers.
10.
The
cut-off time for placing bets is at 8:00:00am from Monday to Saturdays.
All bets sent before the cut-off time will be played within the day. However, bets placed after the cut-off
time shall be played on the following playing day.
If it falls on a Saturday, the next game playing date shall be on Monday.
11.
Entries with the correct syntax will receive the following confirmation:

B.
Requirements to validate entries:
In validation of entries,
the time as shown on GMA NMI’s systems shall be used
as gauge to determine whether entries are qualified or not.
Qualified entries must:
a.
Be registered to the Lottong
Bahay
service;
b.
Have sent in their combination for the promo’s duration;
c.
Have received a confirmation text from GMA’s
access numbers;
d.
Be present in GMA’s system database for the
duration of the service.

C.
Determination of Winning entries:
1.
A winning combination will be drawn at around 1:30PM during the PCSO
segment in Eat Bulaga from Monday to Saturdays.
2.
The lottery machine approved and audited by Philippine Charity
Sweepstakes Office (PCSO) and by the Commission on Audit (COA) shall be set-up
in a secured area in the Eat Bulaga studio.
The machine shall contain thirty-five (35) identical balls:
twenty-six (26) for the letters A to Z and nine (9) for the numbers 1 to 9.
3.
In case there will be more than one jackpot winner, the jackpot prize
will be divided equally among the number of winners.

Consolation Prizes:
1.
Texters
who get up to 5 characters of the winning jackpot combination shall be
entitled to a raffle entry.
2. Every correct character
entitles the participant to one raffle entry:
•
If a player gets 5 of the 6 characters in the combination, he/she
earns 5 raffle entries.
•
If a player gets 4 of the 6 characters in the combination, he/she
earns 4 raffle entries.
•
If a player gets 3 of the 6 characters in the combination, he/she
earns 3 raffle entries.
•
If a player gets 2 of the 6 characters in the combination, he/she
earns 2 raffle entries.
•
If a player gets 1 of the 6 characters in the combination, he/she
earns 1 raffle entry.
3. Every end of the month,
consolation prizes will be raffled off to those who participated within the
monthly cutoff. For the monthly raffle, there will be ten (10) winners of
twenty-five thousand pesos (Php 25,000) and one (1)
winner of two hundred fifty thousand pesos (Php
250,000).

Validation Process:
1.
Two (2) PCSO representatives, a Commission on Audit representative, and
a panel of three (3) judges shall be requested to witness or monitor the actual
draw.
2.
One (1) set of a six-character combination shall be drawn in Eat
Bulaga daily.
3.
PCSO shall validate the identity of the player holding the winning
combination immediately after the draw. Validation includes the registered
mobile phone number, first name, last name, age. Once validated, PCSO shall send
the SMS notification to the winner through the system being used for
Lottong
Bahay.
4.
Non-winning entries in the daily lottery draw are not eligible to join
the succeeding day’s lottery draw.
5.
The jackpot prize winner shall be formally notified through an SMS
message.

F.
Redemption of Prizes
1.
The jackpot prize and consolation prize winner must claim the prize from
PCSO Main Office.
2.
The jackpot prize and consolation prize winners must present two (2)
valid IDs, birth certificate, and registered mobile phone number containing the
confirmation message. For final
validation, PCSO Prize Releasing unit may conduct another call to the winner/s
mobile phone number.
3.
When claiming, the IDs that the winners present should match the name

In case, that there’s no jackpot winner to be declared at the end of the
season (13 weeks of program), the total accumulated
pot prize shall be reverted to the Charity Fund.
5.
If the winner is not of legal age (below eighteen) at the time of
placing of bet, the prize shall automatically be forfeited.
6.
Unclaimed prizes after 60 days of winners’ announcement, despite the
notification done by PCSO, shall automatically be forfeited.
7.
All forfeited prizes shall be donated to PCSO’s
Charity Fund.
