The Philippine Charity Sweepstakes Office (PCSO) successfully conducted its 2027 Strategic Planning Workshop from June 17 to 18, 2026, at the Richmonde Hotel in Ortigas, Pasig City. The two-day workshop brought together members of the Board of Directors, department managers, and sector representatives to assess organizational performance, align strategic priorities, and formulate plans that will guide the agency in fulfilling its mandate in the years ahead.
In his opening message, General Manager Melquiades A. Robles emphasized that strategic planning is essential in ensuring that PCSO remains responsive to the evolving needs of the Filipino people. He underscored the agency’s commitment to strengthening its charity mandate through sound governance, innovation, and collaboration across all sectors.
“Our strategic direction must always be anchored on our mission of serving the Filipino people. As we move forward, we must continue to strengthen our charity mandate by promoting integrity, transparency, and public trust, while sustaining revenue generation through responsible gaming. At the same time, we must make our services more accessible, responsive, and efficient so that more Filipinos can benefit from the programs of PCSO,” General Manager Robles said.

The workshop was facilitated by Audie Masigan, who guided participants through a comprehensive strategic planning process that included organizational assessments, strategic planning methodologies, sectoral presentations, collaborative workshops, and governance discussions.
The first day’s discussions featured presentations from the Gaming, Product Development and Marketing Sector, Branch Operations Sector, Charity Sector, Management Services Sector, and Administrative Sector, providing updates on accomplishments, operational challenges, and strategic priorities. The sessions also covered the initiatives of the Quality Management System Committee, the Committee on Anti-Red Tape, the Security Control Standard Certification Committee, and other inter-sectoral programs designed to strengthen organizational performance and institutional effectiveness.
The second day opened with a recap of the previous day’s outputs and an overview of the remaining agenda.
A key highlight of the morning session was the presentation of the Employee Wellness Survey Results, which provided valuable insights into employee engagement and organizational well-being. This was followed by an extensive discussion on Inter-Sectoral Collaboration Points, where participants identified opportunities to strengthen coordination, streamline processes, address operational concerns, and develop collaborative solutions that will further enhance the agency’s performance.
The afternoon session focused on governance and institutional development. Updates on the proposed PCSO Charter Amendment, were discussed followed by the review and validation of the 2027 PCSO Strategy Map, Charter Statement, and the agency’s proposal 2027 Performance Evaluation System (PES). The workshop concluded with a synthesis of key agreements, strategic priorities, and actionable commitments that will serve as the foundation for PCSO’s plans and initiatives in the coming year.
The successful completion of the workshop reaffirmed PCSO’s commitment to good governance, strategic management, continuous improvement, and organizational excellence. More importantly, it strengthened collaboration among the agency’s offices and sectors, ensuring that PCSO remains resilient, innovative, and responsive in delivering quality public service while generating sustainable resources to support health programs, medical assistance, and charities of national character for the benefit of the Filipino people.
