The Philippine Charity Sweepstakes Office (PCSO) together with the Department of Health (DOH), Department of Social Welfare and Development (DWSD) and the Philippine Health Insurance Corporations (Philhealth) signed the Joint Administrative Order in Streamlining Access to Medical Assistance Funds of the Government. The ceremonial signing activity was held on July 13, 2018 at the OPD Conference Room of Jose Reyes Memorial Medical Center.
OIC-Assistant General Manager for Charity Mr. Rubin Z. Magno represented General Manager Alexander F. Balutan in the said activity. With him is Board Secretary Atty. Wesley A. Barayuga who delivered the PCSO’s message on behalf of Chairman Anselmo Simeon P. PInili.
Chairman Pinili's message states that PCSO will never falter in providing funds for health programs of our fellow Filipinos and that is the very reason why the Agency continues to innovate its gaming products in order to generate more revenues. He also encouraged partners to work together for the successful implementation of the joint administrative order because this will serve as their significant contribution to the Philippine Development Plan of President Duterte Administration.
The Joint Administrative Order in Streamlining Access to Medical Assistance Funds of the Government was issued to define the roles of government agencies like DOH, PCSO and DSWD in augmenting the financing provision of the "No Balance Billing (NBB) Policy for Case Rates and Z Benefits and outline a streamlined process for accessing these funds by the members and dependents. Under its guidelines, the medical cost will be covered by Philhealth, PCSO, and the DOH- Medical Assistance for indigent patients' program. In the order of charging, PCSO is the fourth, which means PCSO will only come in after the deduction of Philhealth, Private Health Insurances and Mandatory Discounts and Benefits. On the other hand, non-medical cost such as transportation shall be covered by the DSWD. The said joint administrative order is actually the legal basis of the Malasakit Center which was launched in Visayas mid last year.
The Malasakit Center will house the mentioned government agencies to streamline the process for patients in availing financial assistance.
